Relocates Florida's seat of government from Tallahassee to within 100 miles of the state's population center by January 1, 2043, based on the 2020 census

Expands the legislature size to at least one senator per 400,000 residents and one representative per 125,000 residents, increases legislator salary to median household income, requires two regular sessions annually (March 1 and September 10), and mandates 72-96 hour public posting periods for bills before final votes

Creates independent redistricting commissions for state legislative and congressional districts with 15-member panels selected through a screening process, requiring two-thirds approval including at least two independent/minor party commissioners for final maps

Restructures the executive branch cabinet to include separately elected positions for Lieutenant Governor, Attorney General, Auditor General, Controller, and Commissioners of Health/Insurance, Labor, Agriculture, Lands, and Education, while creating new elected boards: an 11-member Executive Council to advise the governor, an 11-member Board of Utility Directors to replace the Public Service Commission, an 11-member Board of Equalization for tax oversight, and an 11-member Board of Control to govern state universities

Establishes recall procedures for statewide officers and legislators requiring petition signatures from 12-20% of voters, lowers constitutional amendment approval threshold from 60% to 55%, requires public records exemptions to expire after 6 years unless renewed by two-thirds vote, and allows non-charter counties to adopt charters with 40% voter petition
