Expands the definition of "harm" to a child to include evidence of acute or chronic parental controlled substance use where the ongoing threat of future intoxication compromises the parent's ability to provide supervision and care

Adds a new definition of "neglect" that includes parental controlled substance use creating an environment that significantly impairs or endangers a child's physical, mental, or emotional safety

Defines "controlled substance" as prescription drugs not prescribed for the parent or not taken as prescribed, plus Schedule I and Schedule II substances under s. 893.03

Requires courts to order substance abuse assessments and treatment compliance for parents whose controlled substance use caused harm leading to a dependency adjudication

Reenacts multiple related Florida statutes referencing s. 39.01 definitions, including sections on disposition hearings, case plans, termination of parental rights, guardian ad litem appointments, and facility licensure requirements
