Authorizes dealers to round in-person cash transactions to the nearest nickel if the U.S. penny is no longer in production, using standard rounding rules (1-2 cents rounds down, 3-4 rounds up to 5, 6-7 rounds down to 5, 8-9 rounds up to 10)

Rounding applies only to cash transactions and does not apply to payments made by electronic funds transfer, check, gift card, money order, credit card, or mixed tender

Rounding does not alter the sales price, tax amount, or any surcharges, assessments, or fees imposed on the sale

Exempts nickel rounding from being considered a deceptive and unfair trade practice under Florida's consumer protection laws

Requires cash payments to secondhand dealers be made in full or rounded up to the nearest nickel if pennies are no longer produced
