Insurance companies and their authorized agents must implement control processes and procedures acceptable to the Florida Department of Highway Safety and Motor Vehicles for electronic signatures on salvage certificates of title and certificates of destruction

Required controls must ensure adequate identity verification, preservation, disposition, integrity, security, confidentiality, and auditability of electronic signatures

Removes the previous requirement that electronic signature systems meet NIST Special Publication 800-63-3 Level 2 assurance standards for identity, authentication, and federation

Amends Section 319.30, Florida Statutes, governing the dismantling, destruction, and change of identity of motor vehicles, vessels, or mobile homes

Effective date: July 1, 2026
