Prohibits possession of open cannabis containers while operating, riding in, or seated in a motor vehicle on a road, with "open cannabis container" defined as any marijuana container from which a person can immediately consume, inhale, or smoke.

Exempts containers stored in locked glove compartments, locked trunks, or areas behind the last upright seat, as well as passengers in commercial transportation vehicles, buses, motor homes over 21 feet, and rideshare vehicles.

Classifies violations as noncriminal moving traffic violations for drivers and nonmoving violations for passengers, with penalties under Chapter 318.

Requires the Department of Highway Safety and Motor Vehicles to report violations by medical marijuana patients or caregivers to the Department of Health, which must maintain records of such violations.

Mandates suspension of a qualified patient's or caregiver's medical marijuana registration upon a third citation, with revocation upon admission or finding of guilt for the third violation.
