Prohibits use of aqueous film-forming foam (AFFF) containing PFAS for non-emergency training or testing effective July 1, 2026, with a complete ban on sale, purchase, distribution, possession, and use by July 1, 2029

Exempts airports, military applications without alternatives, emergency firefighting when alternatives are unavailable, and approved retrofit projects from the possession/use ban

Requires all entities possessing AFFF to report inventories to the Department of Environmental Protection by July 1, 2026 and submit disposal plans by July 1, 2027

Mandates quarterly PFAS sampling of biosolids and treated effluent by public wastewater facilities with daily flows of 25,000+ gallons, with results submitted to DEP for informational purposes only until federal standards are adopted

Establishes civil penalties up to $10,000 per day per violation and authorizes DEP to administer grants to help fire departments and airports transition to PFAS-free alternatives
