Requires the Department of Environmental Protection to develop design guidelines and standards for nature-based coastal resiliency methods by January 1, 2027, including strategies for erosion control, sea level rise, and storm surge mitigation

Authorizes limited dredging and filling within the Biscayne Bay Aquatic Preserve for restoration of natural systems, including mangroves, salt marshes, seagrasses, and oyster reefs

Permits placement of living shorelines, seawalls, and riprap to stabilize eroding shorelines in Biscayne Bay, as determined by Miami-Dade County and DEP

Allows nature-based structures within aquatic preserves, including living seawalls, vegetation planting, wave attenuation structures, and hybrid green-gray stormwater infrastructure

Directs DEP and local governments to promote public awareness of nature-based solutions for coastal resiliency, including preservation of wetlands, floodplains, and mangroves
