Designates February 1-7 annually as "Florida Speech and Debate Week" to recognize competitive speech and debate and honor educators, coaches, and school districts supporting these programs

Establishes the Florida Debate Initiative, Inc. (FDI) as a nonprofit statewide organization to manage and expand K-20 civics, speech, and debate programs, subject to legislative appropriation

Requires FDI to educate and train coaches, students, judges, and volunteers; establish competition standards; promote educational competitions; and maintain statewide data reporting

Mandates FDI and the Florida Civics and Debate Initiative (FCDI) jointly host "The Great Debate," an annual National Civics and Debate Championship combining civics education with multi-day debate competition

Requires FDI to submit an annual report to the Department of Education by December 31 detailing student participation by district and demographics, active student teams, competitive outcomes, and expenditure summaries
