Creates s. 14.059, F.S. establishing a formal gubernatorial transition process, with the transition period running from election certification until inauguration (excludes incumbent re-elections to second consecutive terms)

Requires the Governor to designate a transition liaison within 10 days after the primary election to coordinate planning, create a transition directory, and provide training on executive branch operations, ethics, budgeting, and rulemaking

Requires each state agency head to designate an agency transition liaison within 10 days after the primary election and deliver standardized briefing books to the Governor-elect within 3 days of the transition period beginning

Department of Management Services must provide temporary office facilities in the Capitol Center and IT services (computers, secure email, cybersecurity training) to the Governor-elect and staff during the transition

Grants Governor-elect and designated staff access to all state agency records, including confidential/exempt records upon signing a memorandum of understanding; willful violation of confidentiality requirements is a third-degree felony
