Requires board members have access to consult with the district's chief financial officer on budget matters and view any line item in proposed or approved budgets or financial transactions

Mandates that agenda item attachments such as vendor contracts and budget documents be kept as public records with meeting minutes

Requires school districts to post full line-item budget details prominently on their websites in a manner readily accessible to the public

Prohibits school districts from requiring or incentivizing employees to sign nondisclosure or confidentiality agreements, effective July 1, 2026
