Eliminates detailed provisions governing the reinsurance program's operations, including assessment procedures, premium rate methodologies, claims thresholds ($5,000 deductible), and the two-tier assessment system for operating losses

Removes board advisory duties that required providing a stakeholder forum, recommending market strategies, and issuing annual reports on the health insurance market to the Office of Insurance Regulation

Takes effect July 1, 2026, and includes conforming amendments to related statutes (ss. 627.642, 627.6475, 627.657, and 627.66997) to update cross-references
