Expands public records exemptions for information obtained by the Office of Financial Regulation during investigations and examinations to include virtual currency kiosk businesses, qualified payment stablecoin issuers, and money transmitters acting as custodians of gold and silver coin

Makes confidential and exempt from public disclosure all investigation/examination information, consumer complaints, trade secrets, and personal financial information held by the Office until investigations cease to be active

Extends existing public records exemptions for payment instrument transaction databases and deferred presentment provider databases to cover the newly regulated entities (gold/silver coin custodians)

Applies confidentiality protections under Chapter 655 (financial institutions code) to trust companies offering payment stablecoin products and institutions offering gold/silver coin custody services

Sets October 2, 2031 sunset date for the exemptions under the Open Government Sunset Review Act, with contingent effective dates tied to passage of related legislation (HB 175, SB 198, or Chapter 2025-100)
