Adds vertiports and charging systems to the definition of "qualifying project" under Florida's public-private partnership statute (s. 255.065), enabling private entities to partner with government on vertiport development

Expands the definition of "airport infrastructure" to include vertiport pads, safety zones, charging systems, grid upgrades, and resilience energy systems

Authorizes the Florida Department of Transportation to fund up to 100% of public vertiport project costs when federal funds are unavailable, or up to 80% of the nonfederal share when federal funds are available

Requires commercial service airports to certify annually (beginning November 1, 2025) that they maintain a comprehensive airport infrastructure program covering inspections, preventative maintenance, and repair plans

Takes effect July 1, 2026
