Creates the Genetic Counseling Education Enhancement Grant Program within the State University System to support graduate-level genetic counseling programs accredited by a recognized accrediting body

Board of Governors awards competitive grants to address faculty shortages, student financial barriers, and clinical training needs, including one-time start-up grants for establishing new accredited programs

Rewards programs with first-time American Board of Genetic Counseling board certification examination passage rates above the national average

Grant funds may be used for faculty recruitment/retention, student scholarships covering tuition and living expenses, and clinical rotations; funds may not be used for administrative overhead, new facility construction, or nonprogram activities

Participating universities must submit annual reports on expenditures and outcomes; Board of Governors must submit a statewide summary to the Governor and Legislature by July 1 each year; effective July 1, 2026
