Creates the First Grade Summer Reading Immersion Pilot Program beginning with the 2026-2027 school year, running for 3 school years in 2 school districts selected by the Department of Education

Targets students who completed grade 1 and scored level one on midyear or third administration of coordinated screening and progress monitoring assessments

Requires the summer program to be a minimum of 6 weeks, focusing on foundational reading skills including phonemic awareness, phonics, fluency, vocabulary, and reading comprehension

Participating school districts must invite eligible students, administer the program per department guidelines, provide data and periodic updates, and report on student learning gains and participation rates

Department of Education must submit a final report to the Legislature with student outcomes, participation rates, and policy recommendations; the program expires upon submission of this report
