Requires voter approval via referendum during presidential election years for any increases to salary, retirement benefits, or other compensation for members of county commissions, municipal governing bodies, and special district boards

Freezes charter county commissioner salaries at levels established in county charters as of September 30, 2026, or by ordinance adopted on or before April 1, 2026

Maintains population-based salary formula for noncharter county commissioners, ranging from $4,500 base salary for counties under 10,000 population to $22,500 for counties over 1 million

Exempts retirement benefit increases received through participation in the Florida Retirement System from the referendum requirement

Requires referendum election costs to be paid by the respective local government entity (county, municipality, or special district); effective October 1, 2026
