Renames the Florida Law Enforcement Recruitment Bonus Payment Program to include firefighters, providing one-time bonuses of up to $5,000 to newly employed law enforcement officers and firefighters who maintain full-time employment for at least 2 years after certification

Extends the recruitment bonus program expiration date from July 1, 2026 to July 1, 2028, with firefighter eligibility beginning July 1, 2026

Authorizes the Chief Financial Officer to appoint five-member review panels to evaluate and score grant applications for fire service providers, with approved grants to be included in the Department of Financial Services' legislative budget request beginning January 1, 2027

Establishes grant categories including equipment purchases, fire station construction/remodeling, fire safety outreach programs, firefighter training stipends, and arson prevention initiatives

Creates the Institute for Posttraumatic Stress Disorder within the Department of Financial Services to coordinate statewide research, training, and outreach on first responder behavioral health, including suicide prevention and resilience-building programs
