Creates section 409.9746, Florida Statutes, requiring the agency to establish practice parameters and protocols for early periodic screening, diagnostic, and treatment (EPSDT) services for Medicaid participants from birth through 21 years of age

Mandates use of validated, age-appropriate, trauma-informed diagnostic tools based on nationally recognized clinical practice guidelines for behavioral and mental health screenings

Authorizes health care providers to use mobile response teams, community mental health centers, and behavioral health hubs for consultation, medication management support, and patient referrals

Requires the Department of Health to develop and provide downloadable information on sleep, screen time, and nutrition for parents and legal guardians

By January 1, 2027, the agency must adopt performance measures for EPSDT services, with annual reporting to the Governor and Legislature beginning January 1, 2028; effective date July 1, 2026
