Florida Public Service Commission must issue a final order approving, approving with amendments, or rejecting electric utility 10-year site plans within 9 months of receipt, replacing the previous "suitable/unsuitable" classification system

Electric utilities are prohibited from filing applications for power plant site certification under Chapter 403 if the site is not designated in their current approved 10-year site plan

Commission review criteria expanded to include cost-effectiveness of planned resources, benefits of in-state energy resources, impact on future regulatory risks and compliance costs, and adequacy of demand-side management measures

Maximum administrative fee for plan review increased from $1,000 to $100,000 per proposed plan

Utilities must submit revised plans within 60 days if their 10-year site plan is rejected by the commission; effective date July 1, 2026
