Creates the "Reproductive Freedom Act" establishing a fundamental right to reproductive health care, including contraception, sterilization, abortion care, maternity care, and fertility services

Prohibits state and local law enforcement from harassing, discriminating against, penalizing, or prosecuting individuals for providing, obtaining, or assisting others with reproductive health care

Grants civil liability immunity to individuals exercising reproductive health care rights or assisting others in doing so

Declares that a fertilized egg, embryo, or fetus does not have independent rights under Florida law

Repeals three existing statutes: Section 286.31 (prohibited use of state funds), Section 381.00321 (medical conscience rights for health care providers), and Section 765.113 (restrictions on consent for specified activities)
