Prohibits collecting or transporting endangered or threatened marine animals from Florida state waters for educational or exhibition purposes, including marine mammals, sea turtles, fish, sharks, rays, crustaceans, mollusks, corals, and their eggs, embryos, or derivatives

Bars the Fish and Wildlife Conservation Commission from issuing, renewing, or approving education-exhibition special activity licenses that would allow such collection or transport

Classifies violations as Level Four offenses under s. 379.401, with each animal collected or transported constituting a separate offense

Exempts rescue, rehabilitation, and scientific study activities conducted under state or federal authorization consistent with the Endangered Species Act

Takes effect July 1, 2026
