Defines "strategic spaceport hub" as spaceport territory within 5 miles of a deepwater commercial seaport, and requires seaport governing boards to coordinate strategic plan changes with Space Florida to avoid conflicts with Space Florida's business plan.

Exempts Space Florida from state bidding and contract procedures under sections 287.055(2)(b) and 255.20 when purchasing professional or construction services using nonappropriated state funds, with written attestation required.

Requires Space Florida to employ a full-time business development director focused on spaceport territories for horizontal launch capability, advanced air mobility, and unmanned aerial vehicles.

Elevates the Jacksonville Aviation Authority representative on the Space Florida board from an ex officio nonvoting member to a voting member appointed by the Governor.

Takes effect July 1, 2026.
