District school boards may provide cost-of-living salary adjustments to all school district employees, including instructional personnel, prekindergarten instructors, noninstructional personnel, and school administrators

Removes the 50% cap that previously limited cost-of-living adjustments to no more than 50% of the annual adjustment provided to instructional personnel rated as effective

Expands criteria for using advanced degrees in salary schedules to include degrees in the individual's area of certification, field related to teaching assignment, or related field of study (including degrees with minimum 18 graduate semester hours in the relevant area)

Removes rigid percentage requirements for performance salary schedule adjustments that previously mandated highly effective employees receive 25% more than other schedules and effective employees receive 50-75% of highly effective adjustments

Annual salary adjustments under the performance salary schedule shall only be provided to employees who receive a rating of highly effective or effective for the year; effective date July 1, 2026
