Transfers the Division of the Florida Highway Patrol and Office of Commercial Vehicle Enforcement from the Department of Highway Safety and Motor Vehicles to the Department of Law Enforcement via a type one transfer, effective July 1, 2026

Changes the executive director appointment process for the Department of Highway Safety and Motor Vehicles to require Governor appointment with Senate confirmation, rather than the previous Cabinet appointment structure

Establishes the Division of Motorist Services as the sole remaining division within the Department of Highway Safety and Motor Vehicles after the transfer

Transfers all powers, duties, personnel, property, records, rules, and unexpended appropriations related to the Highway Patrol and Commercial Vehicle Enforcement to the Department of Law Enforcement

Amends multiple Florida Statutes (including ss. 20.24, 316.003, 316.640, 321.02-321.05, and others) to reflect the organizational change and update references from Department of Highway Safety and Motor Vehicles to Department of Law Enforcement for Highway Patrol functions
