Establishes the "Florida Kratom Consumer Protection Act" setting minimum age of 21 to purchase kratom products, with escalating penalties from second-degree misdemeanor to third-degree felony for repeat violations within 12 months

Requires all kratom products to be tested by certified independent laboratories for synthetic alkaloids, 7-hydroxymitragynine (limited to 2% of alkaloid composition), heavy metals, pesticides, mycotoxins, and controlled substances before sale

Restricts retail sales to establishments with food permits from the Department of Agriculture and Consumer Services that either prohibit persons under 21 or hold quota liquor licenses, and prohibits sales at festivals, fairs, and pop-up locations unless attendees are 21+

Mandates specific packaging requirements including single-color non-transparent containers, scannable QR codes linked to lab certificates, poison control phone numbers, universal kratom symbols, and child-resistant packaging compliant with federal Poison Prevention Packaging Act

Prohibits ingesting kratom within 1,000 feet of schools between 6 a.m. and midnight, punishable as civil infraction with up to $25 fine, 50 hours community service, or anti-drug program completion
