Prohibits Florida governmental entities from adopting or enforcing "net zero policies" designed to balance greenhouse gas emissions with atmospheric removal, effective July 1, 2026

Bans use of public funds to support net zero policies, including procurement preferences based on fuel types, dues to organizations that adopt net zero policies, or charitable contributions to groups advocating for such policies

Prohibits governmental entities from imposing any tax, fee, penalty, or assessment based on carbon content of fuel, greenhouse gas emissions, or emission trading programs

Requires each governmental entity to annually submit an affidavit to the Department of Revenue attesting compliance with the ban on net zero-related charges

Exempts municipally-owned electric or gas utilities from the restrictions and preserves Public Service Commission authority over public utilities and existing state energy and environmental policies under ss. 377.601 and 403.021
