Increases maximum speed limits on Florida highways: 80 mph on limited access highways (up from 70), 70 mph on divided highways outside urban areas (up from 65), and 70 mph maximum on other state roadways (up from 60)

Eliminates vehicle registration validation stickers, requiring renewals to be recorded electronically instead, while extending license plate replacement period from 6 years to 10 years

Expands personal delivery device operations to include bicycle lanes, bicycle paths, and road shoulders, with maximum speeds of 10 mph on sidewalks/crosswalks and 20 mph on other permitted areas

Prohibits personal delivery devices, mobile carriers, and drone delivery services from operating in "prohibited zones" including the Florida Shared-Use Nonmotorized Trail Network, theme parks, state correctional institutions, and detention facilities

Creates criminal penalties for shooting into or damaging autonomous vehicles: second-degree felony for shooting into occupied/unoccupied autonomous vehicles, third-degree felony for defacing or damaging autonomous vehicles over $200
