Creates new definition of "pediatric continuing care integrated community" as affiliated businesses licensed by July 1, 2026, that collectively provide coordinated care for Medicaid-eligible children under 21 who are medically fragile or technology dependent

Requires Medicaid managed care plans to reimburse licensed home health agencies for private duty nursing services in community residential group homes at no less than the agency's Private Duty Nursing Fee Schedule rate

Prohibits managed care plans from reducing reimbursement based on the number of Medicaid-eligible children receiving private duty nursing services in the same dwelling space or on the same day

Mandates annual rate negotiations between managed care plans and affiliated businesses within pediatric continuing care integrated communities, with written certification available upon provider request

Requires the Agency for Health Care Administration to seek federal approval within 30 days of the act's effective date, with implementation contingent on federal approval
