Creates section 624.28, F.S., establishing a privilege for documents, materials, and work papers obtained by the Commissioner of Insurance Regulation or the National Association of Insurance Commissioners (NAIC) during examinations or financial/market conduct analyses of insurance companies

Prohibits the commissioner, NAIC, and their employees, agents, and contractors from testifying in private civil actions regarding privileged examination materials; materials are not subject to subpoena or discovery

Authorizes the commissioner to share privileged information with other state, federal, and international regulatory agencies and law enforcement, provided recipients maintain the privileged status

Exempts from public records requirements: proprietary business information related to group capital calculations (s. 628.8011) and liquidity stress tests (s. 628.8012), as well as biographical statements, affidavits, and supplementary materials provided to the Office of Insurance Regulation

Exemptions are subject to Open Government Sunset Review and will be repealed on October 2, 2031, unless reenacted; effective date is contingent on passage of HB 1263 or similar legislation
