Amends Florida Statute 1009.26 to explicitly include undocumented students in the out-of-state tuition fee waiver program at state universities, Florida College System institutions, district career centers, and charter technical career centers

Removes the requirement that students must be U.S. citizens or lawfully present in the United States to qualify for the fee waiver

Eligible students must have attended a Florida secondary school for 3 consecutive years immediately before graduating from a Florida high school

Students must apply for enrollment within 24 months after high school graduation and submit an official Florida high school transcript

Effective date: July 1, 2026
