Service providers and health care practitioners must furnish copies of patient records within 14 working days of receiving a request, and provide access to examine original records within 10 working days

Providers maintaining electronic health record systems must furnish records in the format chosen by the requester, including electronic format, personal health record submission, or web-based patient portal access

Nursing home facilities must provide current residents access to records within 24 hours (excluding weekends/holidays) and copies within 2 working days, reduced from the previous 14-day requirement

"Legal representative" is defined to include a patient-designated attorney, legally recognized guardian, court-appointed representative, or other court/patient-designated person authorized to receive records

The act takes effect January 1, 2027
