Prohibits construction, installation, operation, maintenance, or expansion of oil and gas facilities on Florida state waters or sovereign submerged lands east of the Military Mission Line (longitude 86°41' W) in the Gulf of America

Bars the Board of Trustees of the Internal Improvement Trust Fund and state/local agencies from issuing leases, easements, permits, or other authorizations for prohibited offshore oil and gas activities in the protected zone

Prohibits state grants or financial assistance for facilities primarily serving offshore oil and gas operations east of the Military Mission Line, including heliports, crew-change terminals, and helicopter support bases on state-owned lands

Requires the Department of Environmental Protection to object to inconsistent federal permits and activities under federal coastal zone management law and to adopt rules implementing federal-consistency review

Provides exceptions for emergency response, U.S. Department of War activities, government scientific surveys, and maintenance of pre-existing facilities west of the Military Mission Line that do not increase capacity for eastern operations
