Removes the Office of Educational Facilities from within the Department of Education and transfers its monitoring duties directly to the department, while eliminating the office's responsibilities for validating educational plant surveys and verifying Florida Inventory of School Houses (FISH) data.

Repeals s. 1013.04, F.S., relating to school district educational facilities plan performance and productivity standards, and repeals s. 1013.451, F.S., relating to life-cycle costs comparisons.

Eliminates numerous references to and requirements based on the State Requirements for Educational Facilities (SREF) throughout Chapter 1013, F.S., including standards for relocatables used as classroom space, facility space projections, inspection standards, and building code compliance criteria, while retaining Florida Building Code and Florida Fire Prevention Code requirements.

Shifts responsibility for establishing minimum/maximum square footage standards and utilization standards from the Department of Education to each individual district school board and Florida College System institution board of trustees, and removes the requirement that districts periodically update their inventory of educational facilities in FISH.

Revises the Special Facility Construction Committee membership from two Department of Education representatives to one, adds a representative of the Legislature, removes the requirement that construction projects be survey-recommended, and allows remodeling projects for district school boards to be based on relative need as indicated by capital outlay full-time equivalent enrollment rather than solely on survey recommendations. Effective July 1, 2026.
