Creates section 351.38, Florida Statutes, requiring the Department of Transportation to conduct a statewide study on advanced detection and monitoring systems (sensors, high-resolution cameras, data analytics) at public railroad-highway grade crossings

Study must analyze available technologies, effectiveness in preventing collisions, technical interoperability, deployment costs (installation, operation, maintenance, lifecycle), and potential funding mechanisms including federal funds, grants, and public-private partnerships

Department must consult with railroad owners and industry representatives, local governments, transportation safety experts, academic institutions, and federal agencies with railroad safety expertise

Report with findings and recommendations due to the Governor, Senate President, and House Speaker by December 1, 2026; report may not recommend mandatory installation or upgrades of railroad crossings

Effective date: July 1, 2026
