HB 1353 — Harassment and Cyberstalking

• Expands the definition of "harass" under s. 784.048, F.S., to cover conduct directed at a person who is not specifically named but is described in sufficient detail to be clearly identifiable
• Expands the definition of "cyberstalk" to include communications "pertaining to" a specific person, not just those "directed at" that person, and adds the same broader identifiability standard (named or described in sufficient detail)
• Reenacts s. 784.0493(1), F.S., relating to harassment or intimidation based on religious or ethnic heritage, to incorporate the revised definitions
• Reenacts s. 1006.147(3)(e), F.S., relating to bullying and harassment prohibited in public K-12 education, to incorporate the revised cyberstalking definition
• Effective July 1, 2026
