Authorizes the Department of State to partner with Orange, St. Johns, and Miami-Dade Counties to design, construct, and manage three separate Florida Museums of History, each owned and operated by a local entity designated by the respective county commission.

Creates the Florida Museum of History Advisory Committee within the Department of State, consisting of appointees by the Governor, Senate President, House Speaker, Secretary of State, the VISIT FLORIDA executive director, and the chair and vice chair of the Florida Legislative Black Caucus, to guide planning, design, and construction.

Requires the Legislature to provide at least $1 million to each of the three counties for financial feasibility studies evaluating visitation potential, infrastructure readiness, financial sustainability, and each location's capacity to match at least 50 percent of state funding from local, philanthropic, or private sources.

Caps total state construction funding at $75 million, with each location eligible for up to one-third ($25 million), and requires each county to provide a minimum 50 percent local funding match; museums must aim for financial self-sufficiency within 3 years of opening.

Requires each museum to have at least 10,000 square feet of exhibition space, with at least 33 percent dedicated to Florida state history (tourism, military, agriculture, space exploration), and directs boards to consider exhibition halls covering topics including Black history, the Civil Rights Movement, HBCUs, Caribbean migration, Hispanic heritage, and Jewish Holocaust museums.
