Land managing entities must identify existing grazable lands when developing or updating management plans and evaluate whether leasing to private entities for cattle grazing is appropriate based on ecological, wildlife, and public recreation goals

Assessments must consider maximum stocking rate, grazing term, animal containment method, and available water and forage sources; lands deemed appropriate for grazing must be described in the plan and made available for leasing

Cattle grazing leases cannot allow conversion of native wildlife habitat to improved pasture

If no portions are deemed appropriate for cattle grazing, the land managing entity must include an explanation in the management plan

Fish and Wildlife Conservation Commission's invasive plant control program is expanded to include cattle grazing as a method for controlling invasive exotic plants on public lands; effective July 1, 2026
