Requires disputes between district school boards and conversion charter schools regarding mutual management plans for facility maintenance to be resolved through mediation procedures under s. 1002.33(7)(b)

Expands capital outlay funding eligibility to conversion charter schools that operate in sponsor-provided facilities if they have a mutual management plan making them fully responsible for facility repair and maintenance

Conversion charter schools receiving capital outlay funds must use those funds solely for renovation, repair, and maintenance of the facility

Removes the automatic disqualification from capital outlay funding for conversion charter schools operating in sponsor-provided facilities at nominal or no cost, provided they meet the new mutual management plan requirements
