New or amended agreements for municipal utilities to provide electric, water, natural gas, or sewer services outside city limits must be in writing and preceded by public meetings in each affected area to discuss rates, service changes, and use of revenues for non-utility purposes

Municipal water and sewer utilities may no longer add a 25% surcharge on customers outside city boundaries when charging the same rates as inside customers; when using alternative rate-setting, maximum differential reduced from 50% to 25%

Surcharges on outside-boundary customers that existed before March 1, 2026 may continue only to satisfy bond covenants in effect as of July 1, 2024, but must be phased out by July 1, 2029 or upon debt retirement, whichever is earlier

Municipalities providing utility services outside their boundaries must file annual reports with the Florida Public Service Commission by January 1, 2027 detailing customer counts, sales volumes, rate differentials, and utility revenues used for non-utility purposes, with penalties for non-compliance

Regional utilities authorities created by Legislature through charter amendment after January 1, 2023 are preempted to state control; main provisions take effect July 1, 2027
