Establishes "regional stormwater management systems" as a method of compensating stormwater treatment, requiring applicants to demonstrate financial responsibility through performance bonds, letters of credit, or similar mechanisms to ensure construction completion and long-term operation/maintenance

Prohibits non-local governmental entities operating regional stormwater systems or water quality enhancement areas from providing stormwater treatment or net improvement credits for seaports not listed in s. 403.021(9)(b), excluding ports in Citrus and Putnam Counties

Requires the Department of Environmental Protection to adopt rules implementing water quality enhancement areas by October 1, 2026, and authorizes issuance of provisional permits pending rule adoption

Establishes that water quality enhancement service area boundaries must consist of at least a Hydrologic Unit Code 8 (HUC 8) sub-basin, while regional stormwater management system drainage areas shall use HUC 12 sub-basins

Allows environmental resource permit applicants to purchase pollution reduction allocations from regional stormwater management systems to meet stormwater treatment performance criteria, with cost estimates and financial responsibility mechanisms to be updated every 5 years
