Prohibits counties and municipalities listed in federal disaster declarations for Hurricane Debby (DR-4806), Hurricane Helene (DR-4828), or Hurricane Milton (DR-4834) from adopting moratoriums on construction/reconstruction or more restrictive/burdensome comprehensive plan amendments, land development regulations, or development procedures until October 1, 2027

Defines "burdensome" as local government actions that decrease allowable density/intensity/floor area, reduce developable property, increase impact fees by more than 25% over two years, or negatively impact property's economic value

Defines "impacted local government" as counties within 100 miles of a hurricane's track (while categorized as a hurricane) that are listed in federal disaster declarations, including municipalities within those counties

Allows residents, business owners, or property owners to bring civil actions for declaratory and injunctive relief against local governments violating these restrictions, with entitlement to attorney fees and costs if successful

Requires pending applications as of March 31, 2026 to be processed under rules in effect at time of submission, regardless of any more restrictive amendments adopted while the application is pending; provisions expire June 30, 2028
