First-time violations of prostitution-related offenses (other than offering/engaging in prostitution or residing in a place for prostitution) increase from second-degree misdemeanor to first-degree misdemeanor; second violations increase from first-degree misdemeanor to third-degree felony; third or subsequent violations increase from third-degree felony to second-degree felony

For individuals who offer to commit or engage in prostitution, or reside in places for prostitution purposes, first violations decrease from first-degree misdemeanor to second-degree misdemeanor; second violations decrease from third-degree felony to first-degree misdemeanor; third or subsequent violations decrease from second-degree felony to third-degree felony

Violations occurring at licensed massage establishments face enhanced reclassification penalties, with third or subsequent violations now upgraded to first-degree felony (previously second-degree felony)

Removes requirement that persons charged with third or subsequent violations be offered admission to pretrial intervention or substance abuse treatment programs
