Creates a state process for the Chief of Domestic Security to designate organizations as "domestic terrorist organizations" or "foreign terrorist organizations," with Governor and Cabinet approval required by majority vote and designations published in the Florida Administrative Register

Prohibits Florida courts and tribunals from applying foreign law or religious law (including Sharia law) that would violate constitutional rights, and bars enforcement of foreign judgments or contract provisions that conflict with U.S. or Florida constitutional protections

Authorizes the Department of State to administratively dissolve corporations designated as terrorist organizations, and expands existing terrorism-related criminal statutes to include domestic terrorist organizations

Prohibits state agencies, political subdivisions, public schools, and universities from expending public funds to support designated terrorist organizations, contracting with them, or accepting funds from them; authorizes withholding performance-based funding from violating institutions

Requires immediate expulsion of public postsecondary students who "promote" designated terrorist organizations, assessment of out-of-state tuition fees, loss of fee waivers, and ineligibility for state financial aid; requires reporting to federal authorities for students on visas
