Authorizes the Department of Highway Safety and Motor Vehicles to share driver license digital images and data with state agencies (via interagency agreements) and contracted third parties for fraud prevention and identity verification, but only with the licensee's consent

Third-party identity verification providers must be regulated by a state agency and follow department-established standards; data must remain in the department's possession

Prohibits identity verification service providers from retaining IP addresses, geolocation data, or other information identifying the computer or network used to access the system

Prohibits third parties from storing or selling licensee images, signatures, or data without the licensee's consent

Revenue generated from these agreements must be deposited into the Highway Safety Operating Trust Fund; effective date is July 1, 2026
