Establishes the Homes for Veterans Property Management Incentive Pilot Program in Broward, Escambia, Hillsborough, and Santa Rosa Counties to incentivize landlords to lease units to veterans in the HUD-Veterans Affairs Supportive Housing program

Creates the Vacancy Relief and Risk Mitigation Trust Fund to compensate landlords for up to 45 days of proportional rent while holding a unit vacant until a veteran can move in

Allows landlords to apply for up to $2,000 beyond the security deposit to cover property damage caused by a veteran tenant who moves out during the first 12 months or after lease expiration

Florida Housing Finance Corporation oversees the program and contracts with local public housing authorities or nonprofit entities to administer intake, documentation review, and claim verification

Funding awarded on a first-come, first-served basis, subject to annual legislative appropriation; effective July 1, 2026
