Creates the "Data Center Transparency Act" requiring data center facility applications to disclose detailed energy management plans, water usage, waste management, greenhouse gas emissions, hydrofluorocarbon emissions, environmental impact studies, and government incentive agreements

Mandates the Department of Environmental Protection post application disclosures on its website for at least 30 days before approval; local governments within 100 square miles must also post the information, and written notices must be sent to landowners and renters within 5 miles

Requires existing data centers to submit disclosure information to the department by August 1, 2026

Establishes compliance requirements including adherence to ISO 27001, SSAE 16, ISAE 3402, FISMA, GDPR (for European user data), PCI DSS (for payment data), and HIPAA standards (for healthcare data)

Imposes fines up to $10,000 per violation for noncompliance with reporting requirements, prohibits tax incentives for high resource use facilities that fail to submit disclosures, and bars trade secret or confidentiality exemptions from disclosure requirements
