Establishes the Florida Health Insurance Exchange within the Office of Insurance Regulation as a governmental entity to facilitate purchase and sale of qualified health and dental plans for individuals and small employers beginning January 1, 2028

Creates a Small Business Health Options Program (SHOP Exchange) enabling qualified employers to offer their full-time and part-time employees enrollment in certified qualified health plans at specified coverage levels

Requires the exchange to operate a toll-free hotline, maintain a comparison website, provide enrollment periods, assign quality ratings to plans, and select navigator entities to conduct public education and facilitate enrollment

Mandates health carriers seeking plan certification to offer at least one silver-level and one gold-level plan, charge uniform premium rates regardless of sales channel, and publicly disclose claims policies, financial data, enrollment statistics, and cost-sharing information

Contingent effective date of July 1, 2026, dependent on passage of HB 1533 or similar legislation in the same legislative session
