Bars manufacturers from selling, leasing, or sharing operator data except pursuant to a lawful warrant, court order with 48-hour owner notification, emergency response, or express owner permission

Prohibits sharing personal identifying information with foreign countries of concern or foreign principals

Requires manufacturers to provide vehicle owners free, unrestricted access to their operator data through a technologically neutral, secure open API that allows data deletion and preference settings

Department of Highway Safety and Motor Vehicles must establish interface standards by January 1, 2028, submit annual reports on data practices beginning January 1, 2027, and review standards every 5 years; violations constitute unfair and deceptive trade practices
