Limits compensation for non-contracted health care providers treating Jefferson County detention center inmates to 110% of the Medicare allowable rate, or 125% if the provider reported a negative operating margin to the Agency for Health Care Administration in the previous year.

Caps compensation for non-contracted emergency medical transportation services (including air ambulances and ground EMS vehicles) for Jefferson County inmates at 110% of the Medicare allowable rate.

Defines covered health care providers broadly to include hospitals, physicians, physician assistants, osteopathic physicians, podiatrists, HMOs, ambulatory surgical centers, and other outpatient medical facilities.

Exempts medical services provided at hospitals operated by Jefferson County from the compensation limits.

Takes effect upon becoming law.
