Amends the City of Marco Island Charter to require special elections to fill city council vacancies, with the election held within 130 days after the vacancy occurs upon a council resolution

Creates an exception for vacancies occurring within 1 year before a general election, allowing the council to appoint a qualified citizen within 60 days to serve until the next general election

Authorizes the Governor to fill vacancies if four or more council seats become vacant simultaneously, or if the council fails to appoint someone within 60 days when appointment is required

Requires the Governor to call a special election within 10 days if the council fails to adopt a resolution calling for one within 30 days when a special election is required

Requires approval by majority vote of Marco Island electors in a referendum on November 3, 2026, concurrent with the general election, for the charter amendments to take effect
